There were two issues for me.
1. the banners were not showing up correctly
2. I store games in different directory with steam
So here are some files that you can replace the original one with
Replace GameDir, Locale in Skininfo.inc to match your system
Gamedir, point it to directory before steamapps directory, Seperate with commas
you can check you steam locale by visiting appcache\librarycache under your steam install directory looking at the banners. Seams some games serve different banners for different locales.
